The game has options and rules for allowing PC's to play as advanced and monstrous races. But, it doesn't do anything to cover the difference in power between monstrous races and normal races if you have a mixed group. Giving the weaker race more levels is problematic, as it gets way too lopsided right out the gate.
What if advanced races (T2) got 1 racial hit die, and monstrous races (T3) got 2 racial hit dice? And, for the purposes of balance, racial hit dice counted against your character level? So, a party of levels 3's could have a basic race (T1) with 3 class levels, an advanced (T2) race with 2 class levels and 1 RHD, and a monstrous race (T3) with 1 level and 2 RHD?
Are the benefits gained from 10 extra race points equal to a level's worth of perks? I would say that 10 race points might be more valuable that one more class level at the early stages, but in the late game they might be worse. And of course, casters would fall behind at higher levels (which wouldn't be a bad thing). Humanoid races would use NPC classes for RHD.
RHD would still count toward feat and ability score increases, and would provide saves, BAB, and HP. WBL for a 2/1 character would be the same as for a level 3.
