Question About Item Creation Rules

When making a potion, scroll, wand, or other spell trigger/spell completion device, are you limited to the ones listed on the related page in the SRD? What if I wanted to make a scroll of Balor Nimbus, a spell from the Planar Handbook, for example? Or a potion of Burrow? Is that allowed?

Yep, any spell you can provide for the crafting is allowed. The lists are mostly for example and for random treasure.
