Help with Char Build... d&d or pf

Hello, sorry im new and still learning how this is working (or not) but I was needing sum help with two spellcasters I want to make.
One is modelled after Kuja from final fantasy IX and the other is the evil queen/regina mills from once upon a time.
Kuja I have a vague idea what I want to with, but Regina. Her spells dont seem to belong to just one class of magic.
Any ideas? :/

I'm not familiar with the series or the character.. It's likely that considering it's a TV show, there will be spells portrayed on the show that simply aren't in D&D or Pathfinder. That doesn't mean you can't build a Sorcerer or Witch classed character in the flavor of Regina from the series. You could always cross-class if you need/want characteristic spells/abilities from other classes to make your character closer to Queen Regina from the series.. I hope this helps
