Max spot, listen, hide, move silently in D20 Modern?

Is there a way to build a character in d20 modern with maxed spot, listen, hide, move silently, and one profession at every level from first to twenty?

In D20 modern I'm fairly certain you could run a generic class from D&D's own Unearthed Arcana. That'd give you the options you need. I'm not an expert on straight D20 modern, though.

A Dedicated hero with a 12 intelligence and the Criminal starting occupation has all those skills as class skills. (The criminal starting occupation can make Hide and Move Silently permanent class skills for any class you take.) With a 12 intelligence, you will have enough skill points to max out all those skills, with enough left over to put 3 ranks in Knowledge (tactics), which is necessary for the Soldier advanced class. The Soldier has Profession, Spot, and Listen as class skills,and the criminal occupation can add Hide and Move Silently to that as well.

If your intelligence is at least 14, you can do the same, but take the Investigator advanced class instead of Soldier. (That requires 6 ranks in both Investigate and Sense Motive, both class skills for dedicated characters.)

There are most likely other ways as well. It just takes the right combination of base class, starting occupation, and advanced class.
