Can the Corpse-crafter feat(s) be applied when creating Plague Walkers from MM4. The feat says it can be applied to any creature created by necromancy spells, however the Plague Walker only requires that the creator can cast Necromancy spells not that it actually uses a Necromancy spell in the process.
To me Common Sense says yes, but want to see what other people have to say about it.
