Say I am a cleric with the spellgifted trait for necromancy, giving me +1 CL to necro spells and -1 CL to others.

What Happens if I try to cast a non-necromancy spell with a caster level of 0? Can I still cast the spell normally? Would some spells do nothing because they are entirely caster level based, and others such as cure light wounds heal 1d8+0? Or would I be unable to cast anything other than necromancy spells at all because my caster level was 0? Or is caster level 1 the minimum I can be dropped to?

Your caster level is indeed 0.

The Players Handbook references a rule about needing a minimum caster level to cast spells of a particular level.

However the rule was not included in any book.

So by RAW yes you could cast spells with your 0 cl, but it is likely that RAI would require 1 cl to cast 1st level spells.
