Extra Evolution Question

How does the feat Extra Evolution (http://www.d20pfsrd.com/feats/general-feats/extra-evolution) work when you don't get a feat at level 20? Am I missing something here?

How would that change how it works? It works just like it says it does, and if you somehow gain a feat at 20th (or maybe play beyond 20th) you could take it a 5th time.

Retraining feats (http://www.d20pfsrd.com/basics-ability-scores/more-character-options/retraining) is a thing.

Also, some DM's will let you 'hold' a feat for a level or two before 'using' it.

Don't forget Half elves(incidentally, a really good Summoner class) and their Paragon Surge. It's not on the Summoner list but it's still scrollable/wandable/etc.

While possible, you'd be better off just casting any of the Evolution Surge spells.
