It says that a base attack bonus of plus 23 is a requirement. My question is how can u get ur base attack bonus past 20

Technically you can't, but epic attack bonus counts too. BAB +20 and epic AB +3 would qualify.

Say, Ice Demon (LA +2, from the Dragon Compendium) can be advanced up to 24 HD, and thus have BAB 24
