Probably that's The Quintessential Chaos Mage, from Mongoose Publishing; link here (http://www.mongoosepublishing.com/us/ebooks/d20/quintessentials/the-quintessential-chaos-mage.html). The reason you'd likely have trouble convincing your DM to allow it is because it's a 3rd-party source.

In Pathfinder, there's the Empyreal Bloodline for Sorcerers (a sub-type of Celestial Bloodline), which makes them use Wisdom instead of Charisma.

and the power is unpredictable. They can potentially asspull over level effects and they can fail to cast relevent or even low level spells.
