There's an item named something like above that is essentially a d20, each side has a different effect, I think everything below 10 is increasingly bad and above it is increasingly good? What is this item called and where can I find it's description?

Well, the 'rogue's dice' are a pair of magic dice that sound sort of similar... they're an Epic Artifact though.

I know there's something like this in 4e, but I don't remember there being such a thing in 3.5. If it's PF, I wouldn't know it, and if it's from Dragon, I also wouldn't know it, but that should narrow it down a bit, I hope.

The knucklebone of fickle fortune is from the pathfinder UE guide. It's a goofy little artifact. lol.
