Speed Spell [Metamagic]:
Benefit: Only spells cast spontaneously can be affected by Speed Spell. Applying metamagic to a speed spell does not increase the casting time. An speed spell uses up a spell slot one level higher than the spell’s actual level.
Special: Speed spells can be quickened.

Flip this on its head for a moment. Most sorcerers would give their right arm for a metamagic cost reduction and a feat. A move action is not that big a cost.

Or, of course, you could just take out the rule about metamagic taking a full-round action for sorcerers, because it's a really stupid rule.

So this is actually just "For sorcerers to apply metamagic without time increases, they need to take another feat and the spell is one level higher"?

I'm just gonna note there are 2 feats (one in Races of Dragon and one in Complete Mage) which removes the increased casting time from spontaneous spells. One requires you to be have the dragonblood subtype, the other just needs 12 ranks of Spellcraft.

This does have he advantage of being able to be toggled so that you can use it with Arcane Spellsurge, but that's a really niche use.

Not to be blunt, but I'd rather take the rapid metamagic feat from complete mage... does what you want to do, but better.

Or if you want a homebrew solution just edit out the part about spontaneous casters needing to increase casting time for metamagic... it's just a needless limitation that doesn't really balance anything anyway.
