Summoning PC's

Is there a RAW way preferably by spell to summon unwilling targets (non outsider PC's) from very far away with no LOS to an enemy caster?

Wish

Transport travelers. A wish can lift one creature per caster level from anywhere on any plane and place those creatures anywhere else on any plane regardless of local conditions. An unwilling target gets a Will save to negate the effect, and spell resistance (if any) applies.

Wish, except with being shapechanged into a zodar (FF, 199) as the source of that wish.

Alternatively, have the bad guy fool them into becoming an ally, and then use Miracle.

If they're a race on the Summon Monster or Nature's Ally lists, you can use the variant rule in the DMG to summon them specifically whenever you use the spell.
