That is from WAY before 3E. Maybe you'd have more luck in the Older Editions subforum?

page 78 in Dragon 116 is a TSR preview page, I went cover to cover and didn't see a Manual of the Winding Way any where in it, you sure you got the right Dragon issue?

The Dragondex (http://www.aeolia.net/dragondex/) master list of articles doesn't have the word 'winding' anywhere in it. That list's Location column is Issue (Page), followed by the System column which has the game edition of that article. According to that, Dragon 116 was published during D&D First Edition.

You're probably looking for Dungeon issue 116 page 78.

Edit: On further investigation, Dungeon 116 was published in November of 2004, during 3.5 edition. Pages 69-81 contain reviews of the best 30 published adventures of all time, but that's on pages 54-64 of the pdf version I have. Page 78 of the actual issue details Expedition to the Barrier Peaks and the original Temple of Elemental Evil, numbers 5 and 4 of the best 30 published adventures of all time. The page contains no game rules whatsoever. Page 78 of the pdf is a comic strip. I looked through every page from 78 of the actual issue to the end (page 90), I didn't see any mention of this Manual of the Winding Way. There's an article about starting a new campaign, preparing everything from the setting and NPCs to miniatures and play area. There's an article on informants, regarding using NPC informants to give information to the players. There's a d% chart for contents of abandoned buildings. There's an article titled Four Fiendish Fountains, and another titled Refugees. There's a story about someone's game and the characters, a two-page comic strip (77-78), and then Will Save 3: The Search For Fun by Wil Wheaton, which contains no game rules. I doubt any of this is what you're looking for.

I also checked pages 7-8 of both Dragon and Dungeon in case of typo, no luck that way either

It's a minor artifact, so DM discretion on handing it out - you can't craft one.
