A crazy (RP) wizard in our group needs to burn 1 mil gold and wants 2 main items. He wants 1 functional item and 1 functional, but fun! Any thought or ideas would help. We can get most anything of non epic level that isn't a homebrew.

Out of curiosity, does the "anything that isn't epic level" mean no epic items (i.e. items that cost more than 200,000gp outside of materials and intelligent item costs?), or nothing from the list of premade epic magic items?

My first thought is to have a wizard staff of some sort, loaded up with enchantments and useful stuff, along wish a heavily customized construct minion as the "fun" item. Time to go book diving.

Only 2 items? A bunch of small items tends to be better but...

Practical: Load up as much of the big things (+intelligence, +saves and... actually those are the only two that really matter for a Wizard) onto something (MIC makes them not cost extra and addable to existing stuff explicitly instead of as a homebrew item). You can do worse than a +6 intelligence +5 saves... minor cloak of displacement (does more than any practical amount of AC does at higher levels) is a mere 85000 of your 1000000.

Do you have any existing items?

Actually, get a +6 to wisdom on one of your items. Sanity is very practical.

Any official book. He goes crazy and thinks he is a tank when our bard sings and gives us 2 bonus fighter feats. He actually prepares a few spells for this.

Fun? A Greater Rod of Wonder (http://www.wizards.com/default.asp?x=dnd/dnd/20060807a)... that is also an immovable rod, a rod of lordly might (with the Dislocator enhancement on all the weapons), and a greater rod of quicken spell. And a tentacle rod (I forget where that's from, but whatever).

Staff of Wish is good. 50 charges is 1307375 gp, but you can buy partially charged one.
If cheese is allowed, a staff of Twin Repeat Wish or a staff of Repeat Wish is more cost effective if you just want inherent stat bonuses.

If you want to burn 1 million of gold, I recommend a Fireball. It specifically says that it can melt gold in its description. Though if you want to get all 'exact words', spend all your money on 34 scrolls of True Resurrection (980,050 GP), 19 scrolls of Speak With Plants (19000 GP), 4 scrolls of Gust of Wind (900 GP) and a scroll of Undetectable Alignment (50 GP). You should be able to burn this with a single fireball.

It's from that specific web enhancement. To the best of my knowledge, it costs just as much as a normal rod of wonder- it just uses three tables and has stranger effects. If I had to give it a price, I would say 100,000 gp, but you could really price it as anything you want.

How about a high-manifester level psychoactive skin of proteus? Metamorphosis at will, for as long as he wants. A ML 15 skin costs 315,000 gp. Add on the effects of a belt of magnificence +6 for more fun.

Functional:
A slotless wondrous item with multiple similar (i.e. defensive) effects. The highest cost ability is full price, second highest cost ability is at 75%, all others are at 50%, but since it's a slotless item all effects are double price. That means the most expensive effect is at 200% cost, the second most expensive effect is at 150% cost, and all other effects are at their normal price. The following effects should all be combined into one item, note that the prices given are not considering the item is slotless unless noted:

Continuous Contingency (6 x 15 x 1,000 gp) which triggers Indomitability (SC) whenever you would be reduced to less than 1 hp by any source of hit point damage, which after that's spent triggers a Use-Activated Heal (6 x 15 x 2,000 gp) on yourself. Basically any time you would be reduced below 1 hp, you're instead reduced to 1 hp, and then you're healed for 150 hp plus the other benefits of a Heal spell. There is no daily limit to how often this can happen, and it can even happen multiple times in the same round. Basically no source of hp damage can ever reduce this character below 1 hp. Costs: 90,000 gp and 180,000 gp.

Continuous spell effects: Favor of the Martyr (SC) (4 x 7 x 4,000 gp), Death Ward (4 x 7 x 4,000 gp), Greater Invisibility (4 x 7 x 8,000 gp), Touchsight (http://www.d20srd.org/srd/psionic/powers/touchsight.htm) (XPH) augmented to 100 ft. (3 x 13 x 4,000 gp). Cost: 112,000 gp, 112,000 gp, 224,000 gp, 156,000 gp.

Item effect: Hat of Anonymity Nondetection at caster level 20, it's normally 12,500 gp for a +5 to hide (5 x 5 x 100gp x 1.5 additional effect = 3750 gp) and Nondetection at caster level 7th (8750 gp /7 = caster level x 1250 gp). Cost: 25,000 gp + 2,500 gp (slotless items don't have the 1.5 markup for additional properties).

Item effects: Ring of Freedom of Movement, Ring of Sustenance. Costs: 40,000 gp, 2,500 gp.

Let's get a total on that. The most expensive effect is 224,000 gp, so that's doubled. The second most expensive effect is 180,000 gp, so that's at 150%. All the rest are simply added in.
90,000 + (180,000 x 1.5) + 112,000 + 112,000 + (224,000 x 2) + 156,000 + 25,000 + 2,500 + 40,000 + 2,500 = 1,258,000 gp. Per DMG p282, this single item requires a specific number of skill ranks plus a specific character class in order to use it, reducing the cost by 10% and by 30% respectively. That means it's reduced by 125,800 gp and by 377,400 gp, for a total cost of 754,800 gp.

He has another 245,200 gp to spend on a 'fun' item.

Buy the pride and services of the oldest, greediest lawful dragon you can find. Spellcasting desirable, but optional. Extra points if you don't have to convince an evil one to serve you, but instead can entice a non-evil one toward respect/friendship via what amounts to extravagant bribery.

Keys to doing this:

Get the 1 million in actual cp, sp, and gp. Fill a ridiculously large room with coins. Blow the dragon's mind (this sadly works much better on younger dragons).

Present yourself to the dragon as someone they would find interesting. This varies heavily based on type of dragon, but a good wizard should be able to tell what to do pretty well (Knowledge(arcana), after all).

Propose a profitable alliance. Not too hard. Have the dragon guard something important to the campaign, impress/cower the enemies of the party, and the like. Maybe show up and use breath weapon in an important battle, or teach the wizard draconic spells or something.

If you want to really court danger, arrange for the same dragon to be separated from his normal hoard before you approach him. Best do this via a series of proxies, ofc. In all wisdom, don't do this. But...in the name of fun....:smallbiggrin:

Sorry to burst your bubble, but buying scrolls and burning them =/= burning the gold. Thankfully, burning gold is actually quite simple (http://en.m.wikipedia.org/wiki/Gold(V)_fluoride); just Fireball it in the presence of both oxygen and fluorine at a pressure of at least eight atmospheres.
