If you're talking about Level Adjustment, then it's +2; the most recent printing of Half-Ogre (in Race of Destiny, incidentally, not Races of Stone) takes precedence.

B:) What's the difference between the two races(mechanically speaking)?
Aside from the Level Adjustment difference, SS Half-Ogres only had the Giant Blood ability while RoD Half-Ogres actually have the Giant type. That's pretty much it.
