For some time now I wanted to build a speed-based character. There is a speed handbook (http://brilliantgameologists.com/boards/index.php?topic=13532.0) on how to pump a character speed. But just being fast an effective character does make not. Are there ways to get something for moving fast?

Unfortunately, there aren't that many ways to take advantage of a high movement speed. The ways I can think of are Paimon's Dance of Death or the Tornado Throw maneuver.

However, there are more ways to represent being really fast than by having a high movement speed; this is what the Swiftblade (http://www.wizards.com/default.asp?x=dnd/prc/20070327) is made for.

Just add some ring of fire (http://www.youtube.com/watch?v=It7107ELQvY) to it. The swordsage maneuver.

One could pump to-hit and make use of levels of binder for Paimons ability "Dance of Death", then run past EVERY opponent triggering their ONE attack-of-opportunity per turn (which they would probably miss if you pump your AC) while also attacking each of them

Edit: Swordsage'd

If you can become a Lawful Evil Devil, Mark of Minauros from Fiendish Codex II gives +2 to charge attack rolls for every 10 feet you charge.

while Chuck E. Cheese no longer works (see Footstep of the Divine errata) you can still make use of it's tricks to make an effective speed-based character.

Here is the link if you want too check it out (http://www.minmaxboards.com/index.php?topic=2548.0)

Well, a Thri-Kreen Dervish wielding 4 scimitars with Perfect Multiweapon Fighting can strike up to 16 times in a full attack and move up to her speed in a Dervish Dance, but must move at least 5' between attacks. So that's a minimum of 75' speed required, and realistically more because enemies don't tend to bunch up conveniently.

Tornado throw looks like exact thing I was looking for - gets nice bonus for moving fast, thanks :)

Only it's level 9 and in my groups don't get to those levels :(

At low levels, getting your speed up is a good way to optimize Jump. If optimizing Jump you can use Totemist+Girallon Claws Soulmeld to do some damage.

Fighter/Swordsage does it

Just combine the best feats of the notorius builds can't touch this with 6 to 1 jack b quick

You make an aoo based character and whenever they attack you, it gives you the choice to attack or retreat. If you are allowed dragon magazines, "improved combat reflexes" will allow you to BOTH attack and retreat

which is awesome and pretty much invulnerable to melee

Swordsage is the perfect martial class for being the fast archetype:
-high initiative
-can be completely dex based (use a spiked chain) further increasing initiative, AC and damage
-has maneuvers that boost speed
-has maneuvers that grant extra movement
-has a lot of manuevers that grant extra attacks
-has a lot of counters
-can teleport around the battlefield

Combine this with a solid selection of feats. I can guarantee this will convey the feeling of speed perfectly.
