So I noticed one of the least powers is giving the Legacy Weapon a +1 enhancement? Does it lose its original +1 when it becomes a Legacy Weapon?
If not, can you take the Weapon Enhancement +2 without having to take the Weapon Enhancement +1 least power?

Legacy weapons are broken, and not in the "too powerful" way. They are possibly the only thing in the history of 3.5 that makes your character _weaker_ by selecting it. I mean, you permanently sacrifice attack bonus - negating most of the Enhancement bonus gained by the weapon - _and_ saves _and_ hit points. And you _still_ have to pay through the nose to activate the abilities. That's just a very bad deal.
I'd consider Legacy weapons _only_ if the penalties to Hit, Saves, HP were _completely_ nixed. Otherwise you'd be better off just buying a +3 equivalent Weapon for a fraction of the cost.
