Campaign assistance

Im running a campaign in Kingdoms of Kalamar, specifically by Shynabyth (if your familiar with KoK) and im about to run my players through the Fright at Tristor mod, after which they will go through The Forge of Fury. Both have been adapted for KoK. My problem is is that in Fright at Tristor the ruler of the orc horde is called The Watcher, but he doesnt have a stat block as he isnt in the adventure. Now after Forge of Fury the party will be around lvl 5 or so and this is about when id like them to finally run into The Watcher, but not actually fight him yet. So somewhere around CR 7-10 would be good.

So any ideas?

Edit: I checked the mod and the only real description i got is that he is freaking terrifying, so Zentarhim Soldier fear build?
