Psionic Illusions/Illusionist: Possible without Spell to Power?

So... is it really do-able? What about with the addition of Dragon/Dungeon materials?

Or even 3rd Party content? Do Hyperconscious or the Dreamscarred Press Pathfinder Psionics fill this niche?
