Can an artificer qualify for wand mastery at 8th lvl?

Nope, he gains a bonus to his effective caster level for creating items, but for all other purposes his CL is his class level.

That's my understanding but I've seen other builds/threads where it was taken at 8th and no one seemed to object so I wanted others input.
