I seem to remember reading somewhere that you have to enchant each end of a double weapon individually, which would make sense to me. But I can't seem to find it anywhere. Can anyone confirm this for me, or tell me where to look?

It's hidden in the "Creating Magic Weapons (http://www.d20pfsrd.com/magic-items#TOC-Creating-Magic-Weapons)" chapter.

Creating magic double-headed weapons is treated as creating two weapons when determining cost, time, and special abilities.

Also, this FAQ entry (http://paizo.com/paizo/faq/v5748nruor1fn#v5748eaic9o9e) states a general rule that isn't clearly stated in the books itself.

In general, the game treats double weapons as if they were two different weapons, and an ability, spell, or effect that changes or augments "a weapon" only applies to one end of a double weapon.

I hope that clears things up for you.

P.S. You might have been thinking of the 3.5 version of the rule (http://www.d20srd.org/srd/magicItems/magicWeapons.htm), which stated this a lot clearer.

Masterwork double weapons incur double the masterwork cost to account for each head (+300 gp masterwork cost per head for a total of +600 gp). Double weapons have separate magical bonuses for their different heads. If randomly determined, the second head of a double weapon has the same enhancement bonus as the main head (01-50 on d%), doubling the cost of the bonus, or its enhancement bonus is one less (51-100) and it has no special abilities.
