Up to three times per day, the wearer can change the energy damage of a fire spell she casts to cold, a cold spell to fire, an acid spell to electricity, or an electricity spell to acid. All other effects of the spell are unchanged (for example, an ice storm changed to fire damage still deals bludgeoning damage and bestows a penalty on Perception checks). The mask affects only spells up to 3rd level.

Though not explicitly called out in the spell descriptions or magic item descriptions, spells, spell-like abilities, and magic items that could potentially affect psionics do affect psionics.

I take it that 1: the mask can actually do something to powers 2: it allows manifester to deal acid damage from the various "Energy ____" powers (so long as they are third level or lower) if you choose electricity 3: a power effected by the mask uses the secondary effects of the original energy type select (an Ice Energy Wall effected by the mask will deal fire damage, but target fortitude instead of reflex) 4: Augmentation and Metapsionics don't block a power from benefiting, just as an Empowered Fireball is still 3rd level spell (but uses a 5th level slot). Are these correct?

How does it interact with the Favored Energy feat?
