How would one go about optimizing the half-dragon's bite attack? Favorite soul levels used... feats and etc?

When bound to the hands chakra, the Worg Pelt soulmeld grants you the trip special ability with your bite attack. A 5th level totemist can do this, as can any character of 6th level or higher who takes the feats Shape Soulmeld (worg pelt) and Open Least Chakra (hands).

Natural weapons don't get iterative attacks, so with a +6 BAB or higher you'll still only get one bite when you full attack. A half-dragon gets two claw attacks, and can take the feats Rapidstrike and Improved Rapidstrike in the Draconomicon for those so he gets iterative attacks with his claws. It's possible to make a natural-weapon-focused half-dragon, but trying to focus on just the bite attack is not going to end up with a very viable character.

I would take Warblade, use the bite to deliver standard-action strike maneuvers, pick up the feats to bind the Worg Pelt soulmeld that jiriku mentioned, and pick up Rapidstrike and Improved Rapidstrike along with the Dancing/Raging Mongoose maneuvers so you'll have some awesome full attacks. Be sure to get the Dragon Breath feat in Races of the Dragon so your half-dragon breath attack is usable every 1d4 rounds instead of once per day. All those things should give you plenty of options for any given round of combat.
