What happens if you cast a targeted dispel magic on a creature affected by a Web spell. I mean Web can be dispelled with a targeted dispel magic (it's an object created by non-instantaneous magic) but does it count as an ongoing magical effect on the target?

Came up in a game, and thought I'd ask the playground's opinion.

For the sake of keeping things simple I'd say that yes, targeted dispel on a victim of web will remove web from that person, and that person alone. Next round it triggers again if the person is still within the web.

In hindsight it's even easy to explain it away: The web you're stuck on is magical, so the magic right there goes poof with the dispel, fraying the web stuck to you.

Presumably only if you move through it. Getting it dispelled on just you should be similar to breaking free. It only snags you again if you move into a new webbed space and fail your escape artist or combat maneuver against the web's DC.
