I am looking for a spell that makes the target unable to do anything, but keeps them impervious to harm. I am pretty sure there is a few out there like that but can not name them off the top of my head, any ideas?

Time Stop technically does this to everyone in the universe except the caster.

No i was thinking of a barrier or something that did this to the target. Otiluke's resilient sphere i think does it also but that was not what i was looking for.

The Time Hop psionic power sort of does this, by teleporting people through time.

Zenth Cenobite (Complete Psionic) can punch people 10 rounds into the future, might it be that you misremember?

Sepia Snake Sigil is one of those spells that I always forget about, reread it, think it's amazing, and then forget again. I need to make a character with the express purpose of using that spell some day. It has potential defensive capabilities, too.

Ooh, nice. I think I need to reread all the spells in that book some day. (The phoenix-one, can't remember its name, is my favorite necromancy spell ever.)

This spell is one of my favorite uses of shadow conjuration. It gets around the casting time and material component, so you can casually sigil anything in a round. A wizards spell book is a funny one, but there are piles of uses for it. The extra save is no guarentee it won't work anyway, and you can be far more liberal with it than the real thing. Spell focus illusion is far more useful than conjuration, and you can get the gnome boost to DCs too, so the save can be far higher too.

Sepia Snake Sigil is considered a Reflex save-or-die for a reason, it doesn't protect the target from attacks at all, you can put a pencil through their eyes to their brain and there's nothing the target can do about it.

A less drastic measure is Resilient Sphere or Forcecage. Doesn't quite keep them from doing anything but they prevent a lot of actions.
