need a template or a way to have disguise self or alter self at will without using a spell or item.

Also has to work with being a hellbred.

Changelings (http://eberron.wikia.com/wiki/Changeling) from Eberron Campaign Setting have Disguise Self at will. Note that it works differently in that it won't affect their possessions, but it is a physical change instead of an illusion so that someone coming into physical contact with you is not an issue.

Backstory.

The player wants to make two characters based off her original characters from her story.

One is a female envy demon the second is a sloth demon. They are brother and sister demons with sloth being the weaker one (was thinking leadership would allow a cohort to be sloth) Their backstory is demon society pits siblings against eachother to see the stronger one but they chose not to fight and ended up getting banished to the mortal plane and anchored to that relm so they cannot return. They ended up learning how to work and live in society by disguising themselves and walking amongst the humans.

Story wise they need to feed of sinners blood and have the ability to control people based on their sins (sloth can control lazy people for instance) They are also able to fight. Envy is good at fighting with swords and is the stronger of the two while sloth likes to have weapons that more or less do the work for him (crossbows, morning star, things that swing or do not use much actual effort) Envy is potentially going to want to go through chameleon at some point and sloth is more or less up in the air but likes to avoid fighting if possible.

they are demonish so is there a template i can add to changling to make them demonish?

Dipping Psion will also get you Minor Change Shape as if you were a changeling (letting you use whatever base race). It's an Egoist ACF that trades away the bonus feat, from the expanded classes article online (not sure if it's still up though).

Depending on how "demonish" you're looking for, a simple refluffing might do it. Just return to a demony form and call it your "natural" form, and maybe take a single level of Warshaper to get all the natural weapons you might want for the character. Various other abilities can be replicated through class levels and/or magic items and spells.

Note that to qualify for Chameleon, your player will need to take Able Learner (http://dndtools.eu/feats/races-of-destiny--81/able-learner--16/) at 1st level, and that this feat requires the character to either be a Human or a Doppelganger. It's a very sensible houserule to allow Changelings to qualify for the feat though since it agrees with the race's flavour.

Unfortunately, I am not familiar with many templates, so I can't help you there.

Maybe use the Fiendish or Half-Fiend template applied to a Changeling?

A custom item of at-will alter self would cost around 12k. There's a suit of armor that does it that's priced around that price point, but I forget the name/source.
