Ballisteer VS Soulbow

I'm working on a sniper type build that can hit targets through walls and I'm wondering which is better for this? Ballisteer is 3.0 but it's an easy thing to fix.

Ok maybe comparing the builds would be better
Build 1: Human Factotum 8/ Soul Knife 2/ Mindbender 1/ Soulbow 9 any feats not used on mindsight, or archery will be font of inspiration
Cunning surge makes up for the weak base attack bonus can detect and shoot anything in 100 ft. and gets around the mindsight concelment. And can get a lot of sneak attack damage.

Build 2: Kalshatar Psywar 4/Ballisteer 5/ Psionic Mindbender 1/ Ballisteer +5/ Psyassassin + 4, using Mindsight, archery feats, Imbued shot, and sneak attacks + craven and Practiced Manifester to mitigate the ML lost.
What do you guys think which is better?
