System that changed the +2 to Save Feats into something useful

I think it's pretty clear that these feats are subpar and are very likely to only see the light of day when they're required as feat taxes.

A while ago, I remember seeing a system (I'm 90% sure it was a d20 system, but not 3.e or PF) that made these feats into things more than just a flat +2. For instance, Lightning Reflexes gave you a chance to re-roll Initiative. Does anyone know which system is this?

Not really. Sitting in a pit for a weak is pretty hard to justify in character, especially without some major Meta game analysis. I rather have the feats be worthwhile.

If you like the investing feat concept, you can apply it wholesale to 3.5 or PF games with a minimum of fuss. Fighter-types get 6 prowess/level, rogue-types get 4/level, casters get 2/level. Further reading:
