I'm making a band of campaign villains based off of the villains from season 3 of The Legend of Korra.
The band of four consist of:
Gor'van, a Half-Orc Sorceress (Bloodline undecided)
Hakdo, a Druidess of a custom race of mine called Abantu
Mekzi, an Elf Rogue
Zhaolou, a Human and the source of the question this thread is about
The character based off of Zaheer I was going to make a monk, but considering that he and his group are apparently anarchists, would he qualify as Lawful if he had a personal code that he followed even as he sought to tear down government orders?
