Elemental Plane of Charisma?

I've read somewhere that there exists an Elemental Plane of Charisma? If it exists, where in the nine hells is its source? Is it 3.X? Halperino plox?

Tip: If there's something specific like that which you need to find, typing the phrase into Google and adding quotes on each end searches for the specified words in the specified order. It's how I found those links.

ETA his last post here was in January 2013, so he seems to be an inactive user.
