How much it should cost?
At RAW it would be 4(SL)×7(CL)×2000(base)×4(round/la)=224,000gp is this enough?

Note that as an item costing more than 200,000gp, it's an Epic Item, so its cost is multiplied by 10.

Outside of some sort of cost mitigation on the base price (like an alignment restriction), it would be 2,240,000gp.

From here it depends on your definition of "enough." On one hand, based on the DMG guidelines that's how much it should cost. On the other hand, the DMG guidelines are explicitly just that; the final price of any custom item is entirely at your DM's discretion. Back on the first hand, my guess is that most reasonable DMs would consider 2.24M gp more than enough for immunity to death by hit point damage.

Note that by the time you could afford hundreds of thousands of gold on a single item, much less millions of gold, enemies with Dispel Magic or similar are going to be quite common. If you get knocked down to below -10, and then someone dispels or otherwise suppresses your item, you will die as normal. Also note that Delay Death doesn't prevent you from going unconscious when your HP are negative, so beating on you with a sword is still a valid way to get you out of the fight.
