Another crafting rules thread...my apologies in advance.

If you wanted to craft a Ring of Mystic Surge:

1) what would be the cost(gp, xp, and time) for use activated 3x a day?

2) same question for continuous?

Mystic surge is a 4th level spell, minimum 7th level to cast. Using the magic item creation guidelines, we can assume the following:

Continuous Effect Conditional Adjustment Based On Spell's DurationIf a continuous item has an effect based on a spell with a duration measured in rounds, multiply the cost by 4. If the duration of the spell is 1 minute/level, multiply the cost by 2, and if the duration is 10 minutes/level, multiply the cost by 1.5. If the spell has a 24-hour duration or greater, divide the cost in half.

That is, of course, using the item creation guidelines, which also say to compare to existing equipment to determine pricing, if it is available. Let's compare to the Orange Prism Ioun Stone, since it has a similar continuous effect.

Orange Prism gives +1CL for 30000gp, slotless. We can halve that immediately, since it's slotless, giving us a base price of 15000gp for a customary body slot (headbands (mental power) or vests (class feature boost)) +1 bonus to Caster Level. We want a +2 adjustment. These things usually square for prices, so let's ballpark the formula for a CL increase as 15000*(bonus2). That would make a +2 bonus to CL into 60000gp for a customary slot item. You're also gaining a +1 bonus to save DCs, unrestricted like Spell Focus. 8 copies of Spell Focus (which would cover all spells) would run you about 4000/feat, or 32000, *1.5 for being a secondary effect (so +48000gp). 108000gp if we go this way.

Alternatively, we can just take a non-core feat as our sample and go with Sherem-Lar Sorcery: this feat lets a sorcerer treat their CHA as if it were two higher for the purposes of spells/day and save DCs. We're getting rid of the prior function (spells/day), but making it applicable to all caster classes, so it's about a wash. 4000*1.5, or +6000gp. 66000gp if we go this way, and that's for a correctly slotted item. If you want to stick with a ring, we're going to multiply by *1.5 again, for a grand total of 162,000gp for option 1, 99,000gp for option 2.
