can you buy or scribe scrolls?

just finished going through the player's handbook. is there any guidance on buying or scribing scrolls? or is this something that will be laid out in the dmg?

I haven't found anything. I'm assuming it's DMG level material. Until then, you'll just have to come up with your own solutions.

There are spell scrolls mentioned in that PDF in the magic items section. I expect more complete rules for them to show up in the DMG. There may be crafting rules for them, but I doubt there will be prices, as part of 5e's general philosophy is that all magic items are too rare/valuable to have set prices.
