Every six times you take the favored class bonus you get the bonus.

This is important because you can choose different things at every level.

Exactly. If you're playing a campaign that maxes out at 11, maybe you want to wait a few levels with HP before going for the 1/6th route so you can land it on say, an extra advanced rogue talent.
