What would work best for dual ninth level casting? I'm not so worried about rebuking undead.

Any full caster works: Wizard 8/Ur-priest 2/Mystic Theurge 10.

Alternatively, Sublime Chord: Savage Bard 8/Ur-Priest 2/Sublime Chord 1/Mystic Theurge 9

(And, of course, you can use PrCs instead of the base classes.)

For really maximum cheese: Beholder Mage + Ur Priest -> Mystic Theurge.

Quickest entry that gets arcane 9s eventually is Savage Bard 5/Urpriest 2/"Theurge" 3/Sublime Chord 1/"Theurge" 9, where the two "Theurge" classes generally need to be different and depend on what sort of qualification cheese you're willing to pull.

If you're not concerned with quick entry then Wizard (and Wizard PrCs) 8/Urpriest 2/Mystic Theurge 10 gets you to double 9s eventually and is arguably stronger.

It depends on what you're looking for, 'work best' is pretty vague as criteria. In terms of power, wizard is a great option. Wizard5/mindbender1/ur-priest2/theurge10/whatever2 is a pretty simple option, though that'll greatly cramp your skill point decisions. Because there are no wisdom based arcane casters (unless you count that half-baked swordsage variant in ToB), pretty much anything is an option, there isn't a particularly clear option, in terms of synergy.

As Kraken points out, Mindbender is one way to handle that. There are also feats that give you access to class skills. Bluff for example can come from Apprentice(Criminal).

There is the Unseelie Dark Hunter (https://web.archive.org/web/20130531131937/http://www.wizards.com/default.asp?x=dnd/fey/20030315a), though the list is very limited and only goes up to level 4. (Though some of the ones they do get are pretty nifty: freedom of movement, ethereal jaunt, and scrying among them.)

It's also not a great match for Ur-priest

The best is definitely beholder mage, but that's because beholder mage is that op just by itself. Otherwise, wizard is the safest option, tough you'll still be two levels behind regular full casters regularly.

Otherwise, wu jen might be fun for some change of pace, while sublime chord is an option, it isn't needed in this case and would most likely be a drain on resources.

Or if you take the spellcasting is (ex) approach, PAO into a black ethergaunt(Get a caster with reserves of strength to do it) and bam, 17th level wizard spellcasting.
