Which side, if it came down to it, would win over the other?

Opinion, too luck based. Evil dragons will be more underhanded, but tend to be stupider and wouldn't work together, however good tends to not have their sh*t together and some good dragons still hate each other despite being able to work together.

So, one works together more, one uses underhanded tactics. However power is mostly equal except for evil dragons also tending to be stupider [.e. White Dragons]...
Oh, and evil dragons don't normally have many allies, compared to god dragons...

So, it comes down to who manages to get their sh*t together fastest, if it happens together, then it's a competition of whats better, underhanded but stupid, or better allies.

I can't remember which story/short it was from but I know that at one point a Dragonlance story had a 5 on 5 brawl of sorts between the dragons. Good won on the strengths of the Gold but in the end the scaling power of each type meant that it was really Red vs. Gold from the start.

Assuming we're using core-only stuff, Good dragons win. They're overall tougher (the strongest chromatic is about equal to the second strongest metallic, and so forth), and their great wyrms can gate in a Solar or three.

As with many categories where there are good and evil racial variants, the good ones are just plain stronger. (Drow are an odd exception; Outsiders and Dragons are more the rule.) Good dragons have 2 breath weapons to the evil ones' 1, they have better stats for their age categories, and they're usually higher-level casters as well as in possession of more good magical effects earlier.

So in 1:1 duels, they win against their strongest counterparts. In free-for-alls, the good ones work together a little better, too, so have greater force-multiplication. In practice, their tendency to nurture other younger Good dragons over the Evil ones' tendency to slaughter weaker (younger) dragons of any alignment means the Good ones likely outnumber the Evil ones, so they have superior numbers.

More powerful individuals working together better in greater numbers pretty much means nearly a curb-stomp victory.

Also, considerably fewer people have cause to sneak into gold dragons' caves and murder them in their sleep than reds.

On the other hand, more greedy types might try, as Golds will have bigger hoards.
