This is mostly Planescape specific.
Aeons ago, there was no good or evil, no law or chaos. Law and chaos were created by dividing an unknown force into two opposite halves.
Now, an evil deity (Tharizdun) is trying to partially reverse the process. He has created a method that will cause two halves to begin merging back together, but the process will not be completed and both will be destroyed. The combined energies of Law and Chaos will destroy each other, destroying all related places and creatures such as lawful and chaotic planes and creatures. They would all die, wink out or collapse.
This effect can only be avoided if either Law or Chaos is (almost) nonexistent. In this case the reaction would be so insignificant that now chain reaction would happen. In the process, Law and Chaos work like two chemicals that shouldn't be mixed. If the amount of either of the chemicals is miniscule, the effect will be basically nothing. Think of air and fire: bonfire with not enough air will not burn and a burning match is not particularly dangerous, even with plenty of air.
Reducing either (Law or Chaos) would require the destruction of their respective planes and/or killing aligned creatures, particularly the powerful ones. For instance, if Ysgard, Limbo and Abyss would all be cleared of their inhabitants, all lawful and the surviving chaotic creatures would be spared from the effect. The destruction of just two of the aforementioned planes would not be enough to lessen the effect and all lawful and chaotic would die.
There would be no possibility to stop the process. It would happen within one month.
The knowledge of the situation would quickly spread out. How would the world react?
