Is there any reason this wouldn't work:
Kobold
Rogue 1 -> Feat: Merciless Precision Merciless Precision (Kobold)
You delight and excel in bringing down hobbled targets.
Prerequisite(s): Sneak attack class feature, kobold.
Benefit(s): Your sneak attack damage increases by 1d6 against targets that are already afflicted with any of the following conditions: blinded, dying, entangled, exhausted, frightened, helpless, nauseated, panicked, paralyzed, or stunned.
Wizard 3
Arcane Trickster 10
Finish out Wizard
So for giving up one level of Wizard, you get sneak attack and a wide array of rogue powers. Seems like a pretty awesome build to me - any reason it wouldn't work?
I know you can use SLA shenanigans to get the caster level requirement early, but I don't see a point since you still need 4 ranks in three different skills to get in, so three levels of Wizard is ideal anyway.
