Are there any?

I'm trying to reduce a wyvern's intelligence to 2 or less so I can use it with Animal Trainer (Dragon) to have a poison mount.

PAO will change the Int permanently, along with the rest of it. You could always try PAOing it, training it, then dismissing/dispelling the PAO.

If you can reverse (or don't mind) the wisdom and charisma loss, feeblemind works.

Ray of stupidity is good. Unfortunately, since it deals Intelligence damage, the Intelligence will come back on its own naturally. What you can do is hit it with a Ray of Stupidity once per day (less often sometimes) and then if he falls unconscious (it's likely), heal him with an Orb of Mental Renewal. You'll have to use the Orb to heal all his mental ability scores for 2 so that he remains a valid target for the feat. If the training will last more than 50 days, you should get an eternal wand of ray of stupidity, then the total cost for this setup is 7520 gp. You also get the added benefit of another ray of stupidity per day to use on whatever you like (it's great for instantly defeating animals).

Or just PAO it into a Wyvern with Intelligence of 2, if the DM is okay with that. There are certainly more game-breaking uses for PAO than getting a mount.

Memory Rot, Druid-5, Spell Compendium. Deals 1d6 points of Intelligence Damage immediately, then 1 point of drain each round thereafter until the victim makes the save.

Damage recovers on it's own, but drain does not.

Otherwise you could PAO yourself into an elderly sarrukh with a 41 Int (18 + racials + Venerable on point buy).

the Memory Rot spell posted above looks like it would work. there's likely a few templates you could find a way to give it that would reduce its int a bit

The mineralized warrior template dropped intelligence by a bit, and there's a spell that applies it to a creature (mineralized warrior). Unfortunately, doing this would make it lose it ability to fly (though increased con would make it poison more potent).

Ensul's Soultheft, a 9th level wizard spell from City of Splendors Waterdeep. You gain a touch attack that deals 1D4 int drain and heals you of stuff for every point drained. Lasts 1 Round/Level. Gives you slightly finer control than memory rot.

Taking 6 or more Intelligence damage from a Lost Site (Magic of Incarnum p204) causes you to gain the Lost template, which has a -6 Int penalty (minimum 1).

Try Greater Bestow Curse; one of its uses is reducing any stat to 1, permanently, and it can only be removed by a CL 17 Remove Curse, Wish, or Miracle. Found in the Spell Compendium, under Bestow Curse, Greater.
