Looking for races/monsters/templates that can Change Shape into any Humanoid of at least Small or Medium size. Not to include Polymorph or Alternate Form as I wish to hide tougher critters as standard humanoids without weakening the critter while it is in its borrowed shape.

Any as "any at all" or "any you wish"?

Anyway...

Avolakia have it

Aranea have it, but it's a bit limited - they take a not "just humanoid form" but "specific humanoid form", i. e. recognizable after shifting back and forth

Barghest (can turn into goblin)

Song Dragons have it (by the table), but in the text it called "Alternate Form"

So, how about the "Alternate Form"?

Dragons:
Bronze (from the Young age)
Silver
Gold
Deep (from the Young age)
Song (into human female)
Iron
Mercury (from the Adult age)

I dont know where you're getting that from, but none of the angels in the monster manual have change shape

Any member of the Dragonfire Adept class who is high enough level (6th, I think) to take a Lesser Invocation can take Humanoid Form.

I dont know where you're getting that from, but none of the angels in the monster manual have change shapeErrata:
Remove “polymorph (self only)” from spell-like abilities.
Add the following entry:
Change Shape (Su): An astral deva can assume the
form of any Small or Medium humanoid.
Same about the planetar and solar.
Also, SRD (http://www.d20srd.org/srd/monsters/angel.htm)

Alternate Form is not Change Shape. The difference is significant because Change Shape lets you keep your physical stats, which is a plus for a strong monster taking the form of a human or similar creature.

Correct, and right to the heart of the matter. I am basically looking for monsters that can disguise themselves as wide variety of humanoid races (though not necessarily as a specific individual humanoid) without losing there physical stats.

This basically eliminates the dragons and the lycans. I will start culling the others tonight. Thank you all for your assistance and please feel free to add more.
