I've noticed that a lot of BBEG are like...mostly some evil spellcaster types because well lets face it Casters have more power and more influence over the natural world than Non Casters. Sometimes the BBEG is a god or something which may have the same spell like abilities that some Casters wield. So with bounded accuracy being a thing doesn't that make villains like an evil king or heck the BBEG rogue who's head of the thieves guild more likely and still a major threat? While they may not be on par with the Necromancer they're not really going to be considered out the table of options when it comes to challenging mid to high level PCs. Because while the BBEG who's a noble might not be able to summon hordes of undead, he has so much social influence that he'd still be a really big threat.

current previews point towards 4th ed style NPCs, not 3rd ed style where everything has racial or class levels. You can have very badass individuals but theres a reason we have been seeing Legendary and Lair actions in the Monster manual previews. barring Moon druid and Necromancer wizard, no one really gets the necessary action inflation/action efficiency that is needed to 4v1 a party.

The effectiveness of lesser powers in 5th is prolonged compared to prior editions, but its not nearly the Endgame can still be reasonably done against the local crime lord

Those BBEGs don't have to face the party 4v1. A Noble could have his own private force, the Master Thief would have his guild. No, they're nowhere near as viable as a Red Dragon in its lair when facing a party alone, but they could still be worthy opponents.

You could even flavor the private force/guild into Lair actions; the thief master, on initiative 20, has a hidden ally fire a crossbow at a PC for sneak attack, etc.
You could even give regional effects based on their influence; the surrounding businesses become poorer/rundown/untrusting because of heavy taxation/thieving.

Casters are still pretty important. But it seems that any humanoid BBEG that isn't sitting on plot device magic is going to have to employ henchmen, clever schemes, allies, and other things to be able to challenge the party. That doesn't seem like a problem. Its more in keeping with cinematic conventions.
