I was curious if it was possible to further enchant items like boots of elvenkind or cloak of elvenkind?

Not directly by RAW, but there are rules for increasing magic weapon/armor/shield enchantments. Take the price of the starting enchantment, and subtract it from the price of the final enchantment. Should apply similarly to wondrous items, just make sure you calculate the cost of the new item appropriately.

Yes directly by RAW, actually. You want the adding new abilities (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm#addingNewAbilities) rules, which effectively allow you to stack wondrous items together for a 1.5* multiplier on each ability added after the first.

So if I wanted slippers of spider climbing but wanted to add that ability to my boots of elvenkind it would cost 7200 instead of 4800.

Yeah in general. There are specific basic enhancements you can combine without paying extra, described in the Magic Item Compendium.
