For some time I've been toying with the idea of inventing some sort of Doctor Who type character to create one shots when players are missing or when action lags enough to create some interesting mix ups from time to time. My question is in 3.x are there any good provisions for time travel?

Teleport Through Time is usually the most common way to time travel.

Dragon Magazine #350 has some time-related spells, although none of them actually enables you to travel to the past.

You can read Time Hop (http://www.d20srd.org/srd/psionic/powers/timeHop.htm) (Mass (http://www.d20srd.org/srd/psionic/powers/timeHopMass.htm)) as a way to travel to the future.

Hyperconscious (a 3rd party supplement, although written by the same guy who brought us the Complete Psionic) has the Chronorebel, a time-related PrC that gets the ability to travel to the past 1/day as a capstone (standard action, consumes 17 pp, can bring along objects and willing creatures up to 50 lbs.*ML, minimum temporal distance traveled is 17 days, maximum is 500 years*ML).

Get "Chronomancer" from 2e and adapt it. Brilliant little supplement, and most importantly, it takes a look at what time travel means for a game rather than just mechanics to allow you to do so.
Time travel devices are canon in Dragonlance (through very erratic - probably appropriate for a TARDIS wannabe) and time travel exists (and is fairly common) in Mystara too, though usually more on the narrative side of things rather than mechanical. There were a few adventures based off TT but little in the way of spells or items to allow one to do so.

You know, TTT (psionically learned by a Spell to Power Erudite), NI manifester level and Time Hop together can allow for travelling to about any place in time.


And the epic spell Time Duplicate (http://www.d20srd.org/srd/epic/spells/timeDuplicate.htm) also involves a little time travel. It should be possible to develop a permanent version, allowing for infinite duplicates of yourself.
