Lesser aasimar is probably your best bet, followed by standard aasimar. Since it's going to be a caster, you don't want to lose too many levels on LA/RHD just for the sake of stats.

Aasimar is MMI (or here (http://www.d20srd.org/srd/monsters/planetouched.htm#aasimar)), and the option for lesser planetouched is in PGtF.

Illithids are high in all three mental stats.

Kobolds with the feat Dragonwrought don't take physical ability score penalties for aging, so a venerable dragonwrought kobold gets +3 to all three mental stats. Jungle Kobold (http://www.d20srd.org/srd/variant/races/environmentalRacialVariants.htm#jungleKobolds) doesn't take a Con penalty.

Lesser Aasimar is pretty much your gold standard. They just get way too much to overlook.

If you're going to afford a LA, Phrenic (http://www.d20srd.org/srd/psionic/monsters/phrenicCreature.htm) is a top choice. You can put it on a race that can take Magic in the Blood in PGtF, such as Lesser Aasimar, and all your 1/day racial spell-like abilities, including Phrenic's Psi-Like Abilities (Sp), will be usable 3/day instead. Though I wouldn't even consider a LA on a primary spellcaster unless everyone gets a certain amount for free or you can start out with all or most of it already bought off (http://www.d20srd.org/srd/variant/races/reducingLevelAdjustments.htm).

Illithids are high in all three mental stats.8 RHD and +7 LA make them less than ideal for casters. Plus they're evil mind-eating subterranean aberrations from the future, but that shouldn't be a problem to OP's tribe, eh?

Consider throwing the Unseelie Fey template on - +2 cha +2 int -2 con -2 str. Sure, the con penalty sucks, but you get some WONDERFUL abilities out of it, and the template is +0 LA.

Pixies cost +4 Level Adjustment, but this comes with

*+4 WIS, +6 CHA, +8 DEX

*+1 AC from Small size, +1 AC from natural armor, +4 AC from Dexterity bonus

*60 flight speed (Good maneuverability)

*Damage Reduction 10/cold iron, Spell Resistance 15+class levels

*Dodge feat

*Greater Invisibility

I've never played a Spirit Shaman specifically, but I've had a lot of fun with Pixie casters in general :smallwink:

Lesser Death-Touched/Half-Nymph/Half-Fey
*+4 Dex, -4 Con, +2 Int, +6 Wis, +12 Cha
*Low-Light Vision
*Darkvision 60’
*Becomes a "Fey"
*Flying X2 land speed (Good maneuverability)
*+2 Racial bonus on Intimidate and Move Silently checks
*Cold & Electricity Resistance 5
*DR 5/cold iron
*Immune to Enchantment spells & effects
*Awesome Beauty (Su) – any Humanoid within 30’ who looks at the Half-Nymph is Shaken (WillNeg, DC is Charisma-based) for 1 minute. Continued looking results in additional saves, the failure of which resets the duration. The Half-Nymph can suppress or resume this ability as a Free Action. This is a [mind-affecting][fear] effect.
*Charm Person (Sp), at will.
*Chill Touch (Sp), 1/day
*Hypnotism (Sp), 1/day
*Faerie Fire –or– Glitterdust (Sp), 1/day
*plus even more SLAs on higher levels
