We get to use PHB, DMG, MM.
We get to pick 3 of the following books:
Races of destiny, wild, stone, Complete Arcane, Adv, War, Divine, Champ, Scoundrel, Mage, and PHBII.

Celerity spells, Divine Metamagic, and Contingent Items are banned.

What are the most broken builds you can think of? What classes, race, feats, etc. would you take?

Wizard 20 - Grey Elf with Abrupt Jaunt. Choose whatever feats you want.
alternatively, Druid 20 with Natural Spell and Extra Wild Shape. Ignore all Physical Abilities and just stay in Wild Shape all day

This is the thing about banning books. You don't make the ridiculously strong classes from the PHB much worse, but other classes suffer so much more from the lack of ACFs

Gonna need a bit more info if you want a full-out build. ECL, assumed wealth, houserules, stance on how online articles interact with book limit, expected downtime amount, general literacy of rules (i.e., some example rulings of ambiguous RAW to determine acceptable loophole abuse levels), how much they accept buying spellcasting services and custom magic items according to the DMG guidelines. Of course, those are pretty much listed in order off how much we need to know them.

Well it will start at level 1, but who knows how high in level we'll get. What if it's 1-20? And wealth would likely be close to DMG pg 135. None of the allowed books are online articles. I'd like to know what the loopholes are so we can get those figured out before it starts. Paying for spellcasting OK, custom items not OK.

Abrupt Jaunt Conjurer into Initiate of the Sevenfold Veil is probably your best bet. Maybe some Master Specialist in earlier levels.
