HotDQ vs. PH Potent Cantrip

Any chance the Potent Cantrip from HotDQ trumps the PH. The PH version just affects cantrips that have saving throws. Which is sadly just Acid Splash and Posion Spray. I noticed in the NPC section of HotDQ that some of the Monsters has the same ability but with it also affecting cantrips she misses with.

The HotDQ version is probably from an earlier version of the rules. Also, NPC/Monster stuff can share a name while differing.

The PHB version is the definitive.

Thanks. I pretty much assumed that, but figured it was worth asking. Potent cantrip would actually be useful and not over powering if the HotDQ version was used instead. Looks like yet another adventure that doesn't have spell boooks. Sigh
