I would think so.

I made them (as a monster) a long time ago in 3.5, and they were basically halflings refluffed as fey with a couple of SN abilities (I was mostly drawing from SMRPG Shyguys who have a couple of sound based spells). They favored being a rogue.

I'd just make it a masked rogue or bard and call it a shyguy as well. I guess think about what sort of shy guys you've got on mind, since there's so many different flavors of them.
