Is there any way to obtain one of these 2 feats without actually using a feat? say for example, an item or a magical location?

Not sure if this is why the lack of response but currently IC LX (Helio's) is using these feats, so its unlikely anyone is gonna give too much help until the reveal on Sunday. I would try again then.

Well if you're using magical locations, there's always the Dark Chaos shuffle.

Other than that, there's a Fighter variant in Dragon Magazine that gets 4 free exotic weapons at level 1 that may be of interest to you.

The Skillful weapon enchantment lets you act as though you're proficient in that weapon (and get 3/4 BAB to boot) but it's not quite the same.
