How would you adjudicate the influence of a character wearing clothes that match the terrain around them (e.g. all-white on snow, tan bodysuit in sandy environments, mottled brown/green in a forest or jungle)? They obviously wouldn't be much help in melee, but would it have effects at a distance? Maybe a bonus to AC against ranged attacks outside 60 feet or so, or possibly even a miss chance? And how would it affect the character's visibility? Would it impose a penalty to Spot checks made to notice them at range, or does a character need 13 levels in Ranger before they are able to wear white in snowy areas?

A&E has stuff like that. The Forester's Cloak just grants a +1 circumstance bonus to hide.

Circumstance bonus to Hide/bonus to Spot DCs as per DMG's favorable/unfavorable circumstances rule. Say +2 depending on specifics?

Ranger 13 improves the Ranger's ability to use camouflage, anyone can wear camo.

Indeed. Camouflage allows you to use the "hide" action while not having line of sight obstructed. That and a bonus is sufficient; by the time this is not sufficient it's because you're smelling the direction to someone's soul, so piddly mortal camouflage doesn't matter.

I consider them masterwork items for the purpose of the hide skill.

Considering ranger camouflage is a 13 level class ability
and cloak of elvenkind ,being a magic item, gives +5

a +2/+3 sounds good to me.

It would also negate penalties,
like a party moving in a pure white snowy area.

You got to be blind not to see something is moving there, but wearing white clothes or hides
makes it harder to spot from long distance.

Yup, masterwork tool for Hide. Nice and simple.
