Can I post a thread in the 5e forum in order to get more people to critique my Homebrew built for 5e by putting a link to my Homebrew in the thread on the 5e forum?

It seems to me to be implying that what you're asking about would be considered spam.

Upper right hand corner, Settings -> left side, Edit Signature.

Sheriff: Post #2 is correct. The answer to "can I make a second thread to drive traffic to a first thread," is "no." That, along with things like double posting to bump threads aren't allowed here. A thread either generates interest or it doesn't. A link in your signature is a reasonable approach (if it's a reasonable signature).
